Hello, and thanks for reading! I'm back from Munich in body and now in mind. I brought back a cold with me, and it's been a long week as a result, but I did manage to get back to working out which is great!

We had another successful webinar this week regarding some of the hidden data we've been collecting on where attacks come from which is a cool concept that not a lot of people really understand. But if you know where the attacks come from you have a much higher chance of being able to defend against them, and picking the right technologies. Anyway, you can go back and look at old recordings now as we build more of them if that's something that interests you.
In Russia/Ukraine News, a Russian lab worker, Darya Shipilova, died after breaking of a test tube at the Irkutsk Anti-Plague Research Institute in Siberia. Nearly 200 people were placed under observation after the pneumonic plague infection at the BSL-3 facility in Siberia. The institute stands in the middle of the city at 78 Trilisser Street. The worker was hospitalized at the Shelekhovskaya Tsentral'naya Hospital where quarantine measures were imposed and now apparently 5 more hospitals have been locked down and a warning issued about traveling there.

Public transport routes cross the river at Glazkovskiy most, a chokepoint that carries traffic from across Irkutsk. The Transsiberian Railway runs through the city, and the worker is reported to have traveled through multiple districts. Russian authorities have not confirmed any further spread beyond the initial case, and truthfully, it's unlikely that this will turn into a pandemic, but still, very nasty. A Geran-4 drone struck the Pivnichnyi Bridge in Kyiv. Dashcam footage recorded the impact during the attack. The strike on Pivnichnyi Bridge was captured on video from a few angles.

The attack hit an Su-35 valued at about 100 million dollars and an Su-34 valued at about 50 million dollars, along with an ammunition depot on the airfield. The Su-35 and Su-34 were both destroyed along with the ammunition depot. Say what you will about Russian tech, the Su-35 is one sexy looking gen-4 fighter. A bit obsolete by today's stealth barometer, but still.

The attacks on logistics continues, and it has had an interesting knock-on effect. Tankers and cargo ships formed a 60-kilometer traffic jam while awaiting entry to Russian ports in the Gulf of Finland. By September 30th around 150 vessels were waiting for permission, including 65 tankers and 85 cargo ships. The number later reached about 200 vessels with 111 tankers and 83 cargo ships. The backlog followed Russia’s redirection of exports northward to avoid the Black Sea. The traffic jam of tankers and cargo ships formed after a redirection of exports. To stem the destruction deep behind the lines, Russia is considering deploying airships to release metal cable barriers against Ukrainian UAVs. Video released by VGTRK showed the system in use. The airships deploying metal cable barriers were shown in the video, but what I don't understand is why they think the airships aren't a target, for thermite and high explosive drones, and also why the drones won't just fly over them once it becomes clear they exist. It's not like drones can't gain altitude. So this would only really work for drones that are self-guided and terrain hugging and only protect relatively small fixed targets.

Because high-flying hexacopters do exist. For instance, this video from a Ukrainian hexacopter operator dropped paired TM-62 anti-tank mines onto a building occupied by Russian soldiers. The mines struck the structure directly. The hexacopter dropping TM-62 mines hit the occupied building completely destroying the entire structure once it exploded. Nasty! 💥

Explosions sparked a fire at the LPDS Samara line production and dispatch station in Russia’s Samara region. Ukrainian forces struck targets in the Samara region as part of their response to Russian attacks on Ukrainian infrastructure but consider this just more attacks against oil and gas infrastructure. Russia officially unveiled the Shturm designated as an assault tank rather than a main battle tank. The system features optionally manned operation and a short barreled main gun to be controlled in multiples by a command vehicle. It's a weird little tank that allows a person to climb in or can be controlled by a central command and control complex based on the T-90, I believe. These smaller tanks are semi-autonomous in that case, and can get much closer, to take out buildings/structures without risking Russian soldiers lives.

Russia is demonstrating the new crewless assault vehicle at the Chebarkul training ground in the Chelyabinsk region, where Tunguska and Derivation vehicles were also present. This video is totally worth the two minutes. It gives you a very good sense of the entire landscape of Russian tactics. Everything from bomber drones, to thermite drones, to rockets, machine gun infantry troops, carpet bombing/cluster bombs, etc.  Pretty incredible footage actually.

There was footage from a Russian FPV drone shows it diving toward a Ukrainian unmanned ground vehicle under the protective net. The UGV fired an anti-drone net from its rear section, catching and bringing down the attacking FPV. This is a pretty insane innovation. We now have ground complexes defending themselves successfully from enemy drones. That's a pretty mind blowing situation, and totally inevitable too, because these drone complexes are worth saving and for a few bucks they can throw on a rear-facing sensor/camera and a net gun and save themselves? Sure, why not? And in hindsight it does make sense that they would only be facing forward/rear because that's where the vast majority of drone attacks come from which makes it even cheaper.

It's not just drone complexes that are upping their game. A T-90M tank equipped with the Arena-M system successfully intercepted an FPV drone during the Center-26 exercise. The incident demonstrates that Arena-M can counter FPV threats and confirms such equipped T-90Ms are already in service. It also means that drones are going to have to get smarter if they want to take out tanks with these defensive capabilities.

But there is no substitute for a straight old bomb either. For instance, a Ukrainian fighter waited for a concentration of enemy forces and then struck the position. Ukrainian sources report that a command post, personnel, equipment, and ammunition of Russian forces were hit by the MiG-29 strike. I would say that was quite effective, but also quite expensive compared to some alternatives.

Ukraine intercepted intelligence detailing Russian plans for winter attacks on Kyiv, Kharkiv, Odesa, and Lviv aimed at isolating cities, destroying morale, and triggering a dramatic refugee flow into the EU. The plans also include efforts to sever Ukraine's nuclear facilities from the energy grid, as noted in an interview with President Zelenskyy. I see no reason that this isn't a true assessment since it's already started happening in more and more waves over the last few months. Ukraine is attacking supply and logistics to the front and Russia is doing the same to select cities.

Recruitment has been one issue with the front. They tried their own troops, they tried North Koreans. Now, Russia has increased recruitment of soldiers from Africa as part of broader global efforts to bolster its forces. We shall how they faire, but to some extent it doesn't matter. It's one African guy dead, that didn't kill a Russian soldier and Russia never cared about their soldiers anyway, so this is just a matter of attrition and keeping pressure on Ukraine.MAKS 26 🇺🇦👀
Ukraine deployed the Chaharnyk system that detects fiber-optic drones overhead and severs their control cables, with makers claiming a 95 percent success rate on passing drones. The way it works is an acoustic sensor picks up the sound of a drone overhead and enables a motorized wire fence that runs a conveyor belt of razor wire. Hooks catch the cable and carry it to a cutting block. While they say they have a 95% success rate, I bet if they just ran it occasionally on a timer, it would get the rest.  That said, while I like this concept it also looks easy to disable and potentially hard to fix so frail. That said, if you know one area is especially prone to having overhead drones and far enough from the front that it can support repairs, it might still be worth it.Tymofiy Mylovanov
Five Russian drones and missiles violated Moldovan airspace and exploded on the ground near settlements in four districts. Moldovan President Maia Sandu condemned the incursions as endangering citizens during Russia's strikes on Ukraine. Now these do not represent NATO violations because Moldova isn't a NATO country, but it should give you some sense that Russia is probing it's neighbors.POPULAR FRONT
In European News, Up to 500 high schools across France face total or partial closure on Monday as student protests continue nationwide. Protests and clashes with police occurred in Paris, Lyon, Marseille, Rennes and other cities, while fire damaged entrances of at least two lycées in Paris.

In Aubervilliers, young people attempted to force lycée gates and police used tear gas; the previous day in Marseille a protester set an aerosol alight and burned a woman’s face, several hundred surrounded a fire truck at Lycée Saint-Exupéry that was later looted and burned, and unknown attackers beat an M6 journalist and smashed his camera. Protesters reached Manosque city hall, where a pyrotechnic round started a fire, Strasbourg suspended its tram network to limit movement, and the Auvergne-Rhône-Alpes region estimates €25–30 million in damage to schools and vehicles, with 65 education staff and 170 pupils injured since the protests began. The United States has told France and Germany to release diesel stocks or face an export ban. European refineries have closed 30 facilities between 2009 and 2024, leaving diesel prices at record highs relative to oil prices, which in hindsight was incredibly poor planning. Inserted media
EU strategic reserves are minimum commercial holdings rather than government-controlled stocks like the US SPR, and releasing them does not compel energy companies to sell diesel because they function as countercyclical buffers. Governments would need to intervene directly in wholesale prices or the United States would need to remove regulatory incentives such as RINs that encourage US producers to discount barrels into Europe, yet Brussels or Washington are aware that EU reserve barrels have remained undrawn for months due to structural price differences. The same way that regulators releasing the CCyB does not compel a bank to reduce its capital ratio or make additional loans, releasing the strategic reserve does not compel European energy companies to sell diesel, as seen during COVID when many banks did not tap strategic buffers even when told it was ok to do so.
Over in France, the VBCIRCT40 armored vehicle combines mobility, protection and firepower to meet future combat demands. I think this is the French answer to the US Bradley Fighting Vehicle which performed well in Ukraine even against Russian main battle tanks, which is shocking given that it had not been designed for that purpose.

In South East Asia News, Singapore has launched a pilot programme for a government-run dating service restricted to government workers for now. This is reaction to the staggeringly low birth-rate in Singapore. But this is quite likely to be opened up to the rest of the country if the program works and it finds more people spouses and ultimately pregnancies/children. Pretty weird world we live in where governments have to intervene to get people laid. 🤣Kai
China is no longer a theoretical challenge according to this pretty subjective-yet-interesting infographic. You can quibble over any of these datapoints, but I think in general the thinking is directionally direct. But it is clear that there are some areas the US is still quite strong, and other areas where it needs to claw back it's dominance.  There are other areas though, like energy that should be tracked. Speaking of... in Middle East News, the cost of hiring a supertanker to ship oil from the Persian Gulf to the Far East has climbed further, reaching about 1.3 million dollars per day reaching about 1.3 million dollars per day. It was less than 50,000 dollars a day before the war started and about 1.1 million dollars when the chart was first published in September. The increase reflects the ongoing impact of the war on shipping economics in the region.Javier Blas
An interesting model shows why the US and Iran may be struggling to reach a deal to end the war. Since the outset of the fighting, both sides have mainly tried to use economic pressure to push the other towards what they consider a fair settlement of the conflict. Iran must experience much higher levels of pressure to consider a diplomatic settlement with the Trump administration, and unlike for the US, there is also a point on Iran’s pressure frontier when a deal becomes less likely. The theory is that Iran is too far along its curve because the experience of maximum pressure sanctions, the blockade, and the war have undermined confidence that a deal is possible, which is why Iran is seeking an interim arrangement to allow the two sides to return to the deal window. The alternative theory is that the US doesn't even really care at this point if it crushes Iran and it's totally insolvent an unable to support any military at all, so Iran can choose to come to the table or not, but either way, it's out of business. Meanwhile the rest of the Middle east seems to largely have moved on from the Straight of Hormuz, or is bypassing the Iranian side of the straight to deliver by ships.  Saudi Arabia, the United Arab Emirates and Kuwait now use a newly-formed tanker shuttle that moves crude along the coast of Oman and transfers it ship-to-ship in the Gulf of Oman before returning through the strait. The United Arab Emirates operates eleven such vessels, Saudi Arabia has twenty-three hulls in the area, and the combined fleet reached 116 vessels in September. The shuttle carries Iraqi crude at $28-30 per barrel. The United States Navy assigns transit windows and air cover for the route rather than escorting each ship. Saudi Arabia has begun work on a pipeline from Duqm to bypass the Strait of Hormuz. The project runs about 1,000 km and costs up to $7 billion. Iranian exports have reached zero while combined exports from the Persian Gulf have returned to about 94 percent of pre-disruption levels. That's still a disruption, but we're basically back to where we were before, amazingly enough! That's not perfect, because it wills still take time for the world to stabilize, but it means the bleeding is more or less done for the time being.Sohbet Karbuz
For instance, there was imagery of three VLCCs and four Suezmax tankers loaded about 10 million barrels at Saudi Red Sea terminals on October 3rd. These ships represent the first of the Saudi ships to enter the shuttle program and it means that the Saudis are able to move almost the same as before for the first time since the straight was shut down. The pipeline is moving 3.5 million barrels per day despite attacks on the route. Pretty impressive!Tom Bike
However, it's not all good. The Hormuz shuttle creates enormous tanker inefficiencies that drive up landed costs for refineries, especially in Asia. That is cost that didn't exist before.  So I wouldn't expect an immediate return to pre-war fuel prices for the time being.
As far as Iran, you'd think they might be thinking about bolstering their economy in other ways, but no. The military training center has opened in central Tehran where Iran is preparing 1,000 battalions. At the new facility, military personnel and volunteers are being trained in weapons handling, air-defense systems, obstacle courses and VR-based combat exercises. The program is set to expand to other provinces next week and includes urban defense, reconnaissance, rescue operations, small arms, drones and portable air-defense systems. Iranian officials say the program is intended to prepare for the possibility of another attack, and those who complete more advanced levels of training could be deployed to operational areas if necessary. I think Iran leaderships knows that the next time they see planes over Iran will be the last time because I think Trump is really unhappy with how things are going and now it's becoming a vendetta that will play out after November.NEXTA
A tank at the Riyadh refinery caught fire on October 4. The cause has not been confirmed. I would guess that this is probably related to the Houthis, but hard to say.Tom Bike
The IDF says separate strikes killed Ahmed Mahmoud Harb Ramlawi, a commander in Islamic Jihad’s Shejaiya Battalion rocket unit, and Munir Ibrahim Masri, commander of an anti-tank squad killed Ahmed Mahmoud Harb Ramlawi and Munir Ibrahim Masri. A Houthi pickup was destroyed today in a drone strike by the Nation Shield Forces on the Bani Omar front in Taiz destroyed today in a drone strike. The strike occurred in Yemen and targeted the vehicle on the specified front. One of the things I thought was really interesting about this video was how badly the round dropped missed the truck and how it still totally wiped it out in the end. It probably missed by a truck's length... this is the before...

Israel has taken delivery of a sixth submarine and intends to expand its surface and submarine fleet. Netanyahu said the vessels will protect the country against threats from the Strait of Hormuz, Bab al Mandeb and the Mediterranean. That's somewhat meaningful because a lot of the modern threats from drones are underwater so having better sensors under the ocean and methods and means of sneaking equipment and personnel in and out of nearby countries has got to be hugely useful to them.

A Flydubai flight carrying Israelis from Dubai to Tel Aviv experienced a violent attempt by one co-pilot to seize the aircraft and crash it. The Omani co-pilot injured the pilot using a crash axe and put the plane into a nose dive. The attacker confessed he intended to crash the plane in Israel. The pilot fought back and was wounded while the plane transmitted an emergency code and dropped 14,000 feet in under 30 seconds. Passengers and crew rushed the cockpit after seeing blood and helped overpower the attacker, allowing relief pilots to stabilize the aircraft and divert it for an emergency landing in Saudi Arabia. Captain Smit Machchhar fought the attacker and opened the cockpit door while bleeding, and relief pilots including Yaniv Hayon landed the plane safely. A doctor on board treated the captain to stop excessive bleeding, and all 180 passengers reached the ground unharmed. Oman had already removed him from flight training over extremist views, and investigators found jihadist material including "Free Palestine" leaflets from 2024 along with deleted Instagram posts containing imagery of Zawahiri. Captain Smit Machchhar, Asaf Redjuan, Tzvika Mans, Yaniv Hayon, and Dr. Shota Musaev worked together to save the flight. Pretty lucky and pretty remarkable and I suspect will initiate a wave of deeper investigations into pilots of commercial flights. The tail fin was ripped partially off due to whatever the co-pilot did, but remarkably all unharmed other than the pilot who was taken to the hospital.

In South of the Border, U.S. forces responded to a shooting incident on the Rio Grande by deploying 500 troops to the region after suspected cartel members shot at a Coast Guard boat. Law enforcement sources indicate the soldiers are being inserted onto islands by Chinook helicopters following the exchange of fire near Roma, Texas on September 26th. The 500 troops will be there to increase border protection, surveillance and ultimately to kill some cartel members, I am sure.Ali Bradley

In North America News, Northrop Grumman has flown its Talon Blue Collaborative Combat Aircraft to compete for the USAF's Collaborative Combat Aircraft portfolio. The company also described its Talon IQ autonomous testbed that runs on the Scaled Composites Model 437 aircraft and uses Prism Mission Autonomy software to speed development of new capabilities. That testbed feature is interesting. Have a new AI pilot program you want to test? They have the airframe. A sensor? A new bomb? A new lazer? U.S. debt has now exceeded 100 percent of GDP for the first time since World War 2. That's not great, and there doesn't seem to be an end in sight for the US. Printing money devalues debt as much as it devalues savings so that is one way out of it, but that only works if people get paid more too and it hurts retirees and the fiscally responsible Americans. Polls indicate Democrats are likely to win in the upcoming congressional elections, including in traditionally Republican states such as Alaska, Ohio, and Texas. This is in part due to the rising fuel costs, and many young white male voters being disillusioned by Trump's economic policies which have not come to fruition. Granted polling data tends to swing mostly left, so I wouldn't put a lot of weight on these polls. It turns out people who are home, not working so they are free to spend time on polls, and open to answering polls at all tend to be female and tend to be Democrats.Military Summary
U.S. births fell 3.2 percent year over year in August to 309,178. Black births declined by a staggering 8.0 percent, Hispanic births 3.5 percent, White births 2.6 percent, and Asian births 0.2 percent. Pretty big decline in birth rates, which jives to some extent from what I hear from younger men, that they aren't even trying to date anymore, and that the pool of datable women seems incredibly fraught with high expectations and low morals/accountability. So sure, they'll have sex with each other, but there is no hope for a relationship. Pretty sad and scary, and feels like we need a return to family values if we want to avoid what's happening in Singapore.Smirkley
The chief design officer for the USA unveiled America.gov as the new official online home for the United States of America. Of course it's riddled with problems as any AI solution will be. But the idea is you go there and say something like you have had a name change and it will figure out all the places you need to update your information, making it far easier to fill out forms and get things done, reducing the burden on the average American who spends too much time dealing with bureaucracy. This is surely also a way to have less people in the loop and make more federal workers redundant, allowing them to trim the fat of the federal spending where they can.Rapid Response 47
The October 1 trucker strike did not produce a nationwide shutdown from anything I can tell. Some owner-operators parked rigs over record diesel prices, but most drivers said they could not afford to stop work. Insiders appear to have profited millions from .si domain names before posts about Trump’s Super Intelligence Executive Order. Now there is a theory that this may be helping to line Trump's pockets because people are trying to buy up those .si domains verses .ai domains due to his executive order. The leaders of Anthropic, OpenAI, Google, Meta, xAI and Nvidia joined Trump for a two-hour lunch and signed a two-page self-regulation accord. The document repeats general commitments the companies had already made and is most notably not legally binding. The FTC chair attended the lunch, which gives the agency a basis to act on any broken public promises. Europe spent years drafting its AI Act while the US effort concluded over lunch. Solicitor General John Sauer notified Congress that the Justice Department will not appeal a court victory won by Gun Owners of America against the National Firearms Act. ATF can no longer require GOA members to register suppressors or short barrels. So great news if you happen to be a GOA member. That's a big deal in many ways and ultimately drives a massive wedge through the ATF's rules.

The US Drone Dominance Program is recruiting service members with FPV drone experience to serve as pilots for future Gauntlets and related efforts. Interested personnel can apply through the program website, and I think they may actually get some people through this recruitment effort. It's a low-risk way to enter the military for people who aren't necessarily as athletic, or don't want to be put into direct combat conditions and still want to serve.Department of War Innovation Unit
In Tech News, Researchers documented how pwn agents escaped the hardest-known sandbox setup. Google's KVM environment, known as kvmCTF, was the target in the new sandbox escape series. This is a big deal and just shows the fragility of sandboxing tech. I don't think it's wise to try to sandbox agents like this. Bare metal sandboxing is far safer, with access to hardware KVMs for control, vs software KVMs.
Sam Altman is trying to compete with Facebook's Muse and SpaceXAI's Grok, and came out with "dots", which is his version of it. However in a nice troll move, SpaceXAI bought the domain Dot.com, which redirects to the Grok Bot download page. The move followed OpenAI's announcement of its own Dots product so naturally everyone lost their minds. Clever.sui
A new open-source PDF editor called RevPDF performs the same functions as Adobe Acrobat. The tool weighs 20 MB, runs offline, and allows users to edit text and images, sign documents, censor data, compress files, and convert PDFs to Word without accounts or subscriptions. State attorneys filed the first state-led lawsuit against OpenAI and Sam Altman four months ago. They are now seeking a temporary injunction to halt sales to children and marketing claims that the technology is safe or human. On dev did a cool project with Jev. Jev processed 2,029 real phone calls and produced 38,012 turn-level forecasts at 118 ms median latency. The system answered 10,145 review questions in 26 seconds, reached an AUC of 0.78 for booking predictions by the halfway point, and ranked call outcomes correctly 94 percent of the time near the end, all for a cost of $3. This is the way - what businesses really want is real-time prediction models that don't pump out a paragraph of text. A GitHub repository named image-blaster converts any photo into an explorable 3D world. The output includes meshes with physics, background splat, and ambient audio, and the process completes in five minutes. So very cool!  I dream of a situation where I can upload photos of some house or place I've been and play 3d shooters in them.  Do be careful with these though, if you are uploading photos of your own house or whatever. God only knows where that data will end up or how it will be used.liam.
Griffin became the first model to allegedly pass the video Turing test. Forty-eight percent of people who spoke with it live believed it was human, compared with previous systems that had pass rates below 3 percent, and it now ranks first on NVIDIA's full-duplex AI video benchmark. Personally, I think it is good... maybe even very good... but the mouth doesn't move like a human's does. We're getting so much closer to the Sci-Fi holodeck though!Tavus

The European Union is continuing its diplomatic mission in Kyiv despite Russian threats of massive attacks against foreign diplomats. The EU is preparing to implement the largest sanctions package against Russia in its history while significantly increasing military aid to Ukraine.
